Information for visitors to Duisburg-Hamborn Prison
Visits to prisoners are only possible by prior appointment.
Bring a valid and official identification document (identity card or passport) with you to the visit. Otherwise you will be denied access to the prison. A driving licence, residence permit, pupil or student ID does not count as an official identification document!
In the visiting room it is possible to buy tobacco and cigarettes from vending machines. For this purpose, you may take €28 into the visiting room. The machine is able to accept €5, €10 and €20 in notes as well as small change.
You have the possibility to bring the following textiles in limited quantities to your relatives, if they are in custody:

Visiting with children
Information on contact of minor children with the detained parent
For underage children, the imprisonment of a parent is a particularly great burden. The imprisoned parent also faces the difficult task of maintaining or establishing trusting contact with the child during imprisonment. For this reason, family contacts - especially with underage children - are particularly promoted in North Rhine-Westphalia. In order to be able to meet the needs of families with children in particular - also during the visit - it is anchored in the Prison Act of North Rhine-Westphalia that there is an additional visit quota for minor children - that exceeds the quota of the regular visit.
The duration of these additional visiting times with children should not be less than one hour in order to provide an appropriate time frame for establishing contact. In order to optimise the contacts and relationships of children with their imprisoned parents, mandatory minimum standards were also elaborated in a nationwide concept.

Preface
A visit to a correctional institution can be a welcome change, comfort and a pause from everyday life for prisoners. This is especially true for prisoners who have to stay in prison for a longer period of time. Take advantage of the opportunity to find out about visiting times and modalities here before your visit.

You may need a judicial visitation permit. You can obtain information on this directly from the competent court. Please make an appointment for a visit with us only after you have obtained this.
A visit to a prisoner can only take place by prior appointment. This applies to:
- Private visitors
- Official visitors
- Lawyers / defence lawyers
Official visitors as well as lawyers and defence counsels also have the opportunity to make appointments for visits every Friday from 8.30 a.m. to 4 p.m. by prior arrangement (by fax (0203/5550 - 224) and by e-mail to Besuch-JVA-Duisburg-Hamborn@jva-duisburg-hamborn.nrw.de).
We would like to point out that, for organisational reasons, the visit must end by 16.00 at the latest.
Further information:
- For organisational reasons, laundry can only be handed over during the visit of your relatives.
- A maximum of 3 persons (including children) are admitted per visit.

Visiting a prisoner at Dinslaken Prison
A visit of a prisoner can only take place by prior appointment. This applies to:
- private visitors
- Lawyers / defence lawyers or officials do not require appointments at present

Please note:
- Visits to Duisburg-Hamborn Prison and the Dinslaken Branch Prison are subject to an entrance control.
- Please have a valid identity card or passport (residence permits are only valid in combination with the passport) ready.
- Visitors who appear to be under the influence of alcohol, medication or drugs will be turned away.
- Before the visit, all items (watches, cash, mobile phone, etc.) must be placed in the designated compartment and locked up.
- 5. You may need a judicial visitation permit. Information can be obtained directly from the competent court. Please make an appointment for a visit with us only afterwards.
- In order to ensure that the visit runs smoothly, it is necessary that you report to the outer gate 15 minutes before the start of the visit appointment.
- Unfortunately, for organisational reasons, admission cannot be granted after the time agreed for the visit has started.
Letter and parcel delivery
Maintaining social ties is important for achieving the correctional goal.
To this end, it is necessary for prisoners to be able to communicate with the outside world. For this reason, the legislator has permitted parcel and correspondence for prisoners. There are regulations concerning both parcel and letter correspondence. For you to be able to keep in touch with your relatives, acquaintances, etc. without any problems, we have compiled all the important information for you here.
Please note:
Please find out whether your request is possible or not before you send anything to the correctional facility in Duisburg-Hamborn or the branch facility in Dinslaken. This will help you avoid unnecessary return postage, for example.
Parcel delivery (prisoners)
Parcel delivery for prisoners is regulated in section 28 of the North Rhine-Westphalia Prison Act (StVollzG NRW).
According to this, the receipt of parcels requires the permission of the prison. Parcels containing food and stimulants as well as parcels that are likely to endanger the security and order of the prison are excluded from receipt.
For security reasons, each incoming parcel must be opened in the presence of the prisoner and the contents checked. Excluded items may be taken to the prisoners' belongings, returned to the sender or destroyed.
In addition, prisoners may be permitted to send parcels. The prison may check their contents for reasons of prison security or order.
Letter correspondence (prisoners)
Correspondence for prisoners is regulated in §§ 21 - 23, §§ 25, 26 of the North Rhine-Westphalia Prison Act (StVollzG NRW). According to this, the prisoner has in principle the right to send and receive letters without restriction. The prison management can prohibit correspondence with certain persons if
- the security or order of the prison would be endangered,
- it is to be feared that contact with persons who are not relatives of the prisoners pursuant to section 11 (1) no. 1 of the Criminal Code will have a harmful influence on the prisoners or hinder their integration,
- the prisoners wish to contact victims of criminal offences committed by the prisoners and there is a fear that the contact will have a detrimental effect on the victims or third parties at risk, or the victims have objected to being contacted.
Pursuant to section 22 (1) StVollzG NRW, all incoming and outgoing mail is subjected to a visual inspection for non-permitted objects, such as money, SIM cards or drugs. Pursuant to section 22 (2) StVollzG NRW, correspondence may also be monitored in principle for reasons of treatment or security or order. However, section 26 StVollzG NRW exempts some addressees or senders - such as defence lawyers, public representatives, petition bodies, the data protection officer and the prison commissioner - from this. Thus, the secrecy of correspondence, which is protected by the Basic Law, also applies to prisoners - even if not without restrictions.
The postage costs are paid by the prisoner.
Parcel delivery (juvenile prisoners)
Parcel traffic by juvenile prisoners is regulated in section 26 of the North Rhine-Westphalia Juvenile Prison Act (JStVollzG NRW) with reference to section 28 of the North Rhine-Westphalia Prison Act (StVollzG NRW).
According to this, the receipt of parcels requires the permission of the prison. Parcels containing food and stimulants (including tobacco products) as well as parcels that are likely to endanger the security or order of the prison are excluded from receipt.
For security reasons, each incoming parcel must be opened and the contents checked in the presence of the prisoner. Excluded items may be taken to the prisoners' belongings, returned to the sender or destroyed.
In addition, prisoners may be permitted to send parcels. The prison may check their contents for reasons of prison security or order.
Letter correspondence (juvenile prisoners)
Pursuant to section 24 of the North Rhine-Westphalia Youth Detention Act (JStVollzG NRW), the regulations of the North Rhine-Westphalia Prison Act (StVollzG NRW) apply accordingly to the correspondence of juvenile prisoners. Thus, the prisoner has the right to send and receive letters without restriction.
Contact may be prohibited or restricted pursuant to section 27 JStVollzG NRW if in an individual case
1. the security or order of the prison would be endangered,
2. it is to be feared that contact with persons who are not relatives of the prisoners pursuant to section 11 (1) no. 1 of the Criminal Code will have a harmful influence on the prisoners or hinder their integration,
3. the prisoners wish to contact victims of criminal offences committed by the prisoners and there is a fear of detrimental effects on the victims or endangered third parties as a result of the contact or the victims have objected to contact being established,
4. in the case of underage prisoners, custodians do not agree to the contact for comprehensible reasons, or
5. it is to be feared that the contact promotes endeavours within the meaning of section 3 para. 1 in conjunction with para. 5 of the North Rhine-Westphalia Law on the Protection of the Constitution of 20 December 1994 (GV. NRW. 1995, p. 28), as amended, or corresponding behaviour.
The content of letters may be supervised insofar as this is necessary for reasons of security and order of the institution or the treatment. This does not apply, for example, to correspondence with defence lawyers, public representatives, petition bodies and data protection officers, provided that the sender or addressee is clearly identifiable or correct. All incoming and outgoing mail is subjected to a visual check for unauthorised items such as money, SIM cards or drugs. This means that the secrecy of correspondence, which is protected by the Basic Law, also applies to juvenile prisoners - even if not without restrictions.
The postage costs are covered by the prisoner.
Parcel delivery (remand prisoners)
Parcel traffic for remand prisoners is regulated in section 20 of the North Rhine-Westphalia Remand Prison Act (UVollzG NRW) with reference to section 28 of the North Rhine-Westphalia Prison Act (StVollzG NRW).
According to this, the receipt of parcels requires the permission of the prison. Parcels containing food and stimulants as well as parcels that are likely to endanger the security or order of the prison are excluded from receipt.
For security reasons, each incoming parcel must be opened and the contents checked in the presence of the prisoners. If the contents are excluded, they may be taken to the prisoners' belongings, returned to the person who sent the package or destroyed.
In addition, prisoners may be permitted to send parcels. The prison may check their contents for reasons of prison security or order.
Letter correspondence (remand prisoners)
Pursuant to section 18 of the Remand Prison Act of North Rhine-Westphalia (UVollzG NRW), the regulations of the Prison Act of North Rhine-Westphalia (StVollzG NRW) apply accordingly to the correspondence of remand prisoners. Thus, the remand prisoner may in principle send and receive letters without restriction.
A court-ordered letter control takes place if this has been expressly ordered by a judge to avert the danger of escape, collusion or repetition.
The postage costs are paid by the prisoner on remand.
